More than 66 lakh pensioners have used 'facial recognition technology' to verify Digital Life Certificates (DLCs) for pensions granted to them by the Employees' Mutual Fund Organisation (EPFO) in 2023-24, up from 21 lakh in 2022-23, according to data released by the Ministry of Labour and Employment on Saturday. This is an increase of over 200 per cent from 21 lakh in 2022-23.
“Since its inception at EPFO, DLCs based on facial recognition technology have been submitted by 21 lakh pensioners in 2022-23, rising to 66 lakh in 2023-24, reflecting a 200 per cent increase in the use of the technology over the previous year. It is also noteworthy that the 66 lakh FAT-based DLCs in 2023-24 constitute nearly 10 per cent of the total DLCs received during the year,” the statement said.

Earlier, one had to visit a bank to submit a physical life certificate. EPFO introduced Digital Life Certificate (DLC) for pensioners in 2015. With the provision of fingerprint/iris capture devices, biometric-based DLC can be accepted from EPS pensioners by personally visiting any bank branch, post office, common service centre or EPFO office.
Facial Authentication Technology (FAT) has been developed by the Ministry of Electronics and Information Technology (MeitY) where facial recognition technology is used as proof of liveness certificate. The authentication is performed against UIDAI's Aadhaar database using UIDAI's facial recognition application. EPFO adopted the technology in July 2022.
The face verification method will be done through two applications on your smartphone – “Aadhaar Face RD” and “Jeevan Pramaan”. Operator authentication for these applications will be done through your Aadhaar linked mobile number. Once the scan is completed on the app, your DLC submission will be confirmed on your mobile screen along with your Jeevan Pramaan ID and Pension Payment Order (PPO) number.
