FDA to restructure human food program by October 1

As we previously blogged, FDA proposed an internal reorganization last year that would have realigned key functions of the Center for Food Safety and Applied Nutrition, the Office of Food Policy and Response, and the Bureau of Regulatory Field Operations into a combined human foods program. This reorganization has now been formally approved with a target implementation date of October 1, 2024. See the May 30, 2024 announcement and 89 FR 47567 (June 3, 2024). The proposed reorganization was initiated in response to an independent evaluation of FDA’s food programs in the Regan-Udall report, which found structural problems with the program, an internal evaluation of FDA’s response to infant formula, and other feedback and criticism. According to the announcement, the reorganization “will enable FDA to be more efficient, agile, and prepared to respond to the ever-changing and complex industries it regulates, new food and drug technologies, and the impacts of globalization, climate change, and other factors that require the agency to rapidly adapt.” We will continue to monitor and report on the implementation of the reorganization plan.
