Huang belongs to a group of up-and-coming politicians with backgrounds in science and engineering.
Born in eastern Zhejiang province, He is a senior engineer with a PhD in Management Science and Engineering from Northwestern Polytechnical University.
Mr. Huang began his career with China Aviation Industry Corporation, where he held several technical and management positions. In 2008, Mr. Huang was appointed Deputy Director of the State Administration of Science, Technology and Industry of National Defense.
He is best known as a military aircraft designer, particularly for developing the navigation and fire-control system for the Xi'an JH-7, a two-seater fighter-bomber nicknamed the “Flying Leopard”.
Huang was promoted to vice governor of Gansu province in 2014 and took up the same role in Henan province four years later, with responsibility for economic development and administrative efficiency. For the past four years, Huang has served as deputy party secretary of Sichuan province.
Other new appointments announced on Friday included Liang Yanshun, 61, being moved to party secretary of the eastern province of Anhui, replacing Han Jun, who will become party secretary of the Ministry of Agriculture.
Liang holds a doctorate in economics from the Central Party School and served in administrative and research positions there for many years before being posted to Gansu Province in 2016 for two years, where he served as head of the propaganda and organization department.
In 2017, Liang returned to Beijing and assumed responsibility for party building, united front work, and propaganda work of the central leading group. From 2022 to 2024, Liang served as party secretary of Ningxia Autonomous Region.
Meanwhile, 60-year-old Li Yifei, who served as vice party chairman in China's western Xinjiang Uighur Autonomous Region, has been promoted to party secretary of Ningxia Hui Autonomous Region.
A native of Yunnan Province, Li has held key positions in three provinces: Yunnan, Guizhou and the Xinjiang Uyghur Autonomous Region.
In October 2021, Li was promoted to secretary of the Xinjiang Production and Construction Corps Party Committee, and was officially appointed a senior leader responsible for overseeing economic and social development.
