Biden to propose rent cap, Washington Post reports
WASHINGTON (Reuters) – U.S. President Joe Biden will unveil a proposal on Tuesday to cap home rental prices across the country, The Washington Post reported on Monday, citing three people familiar with the matter. Biden is expected to unveil the plan in Nevada, a state with rising home prices that is crucial to Biden’s chances of winning the Nov. 5 presidential election against Republican candidate Donald Trump.
The proposal calls for stripping tax breaks from landlords who raise rents by more than 5% a year, according to The Post. The proposal would only apply to landlords who own 50 or more units, roughly half of all rental properties, The Post said. Biden’s plan would require congressional approval, The Post added. The White House declined to comment on the report.
Avian flu discovered in Oklahoma dairy herd, triggering major US outbreak
(Reuters) — Oklahoma has become the 13th U.S. state to have detected avian influenza in dairy cows, the U.S. Department of Agriculture confirmed on Monday, although the state said the infection occurred several months ago.
The confirmation suggests the virus may be more widespread than U.S. officials realized after it was first found in dairy cows in late March. Since then, bird flu has been detected in more than 150 dairy herds across the country.
These cases are part of a wider outbreak of H5N1 avian influenza, which has spread worldwide through wild birds and is now infecting poultry and a variety of mammals.
Southern California fires burn 30,000 acres, force evacuations
(NYT) — High winds and lightning over the weekend caused a Southern California wildfire to grow to more than 30,000 acres by Monday, forcing more than 1,000 people to evacuate their homes, officials said Monday. Several fires that broke out Saturday in Kern and San Luis Obispo counties were blamed on severe weather and dry lightning over the weekend.
In Kern County, the Lost Hills Fire grew from about 500 acres over the weekend to more than 2,800 acres by Monday morning, with zero containment, according to the state Division of Forestry and Fire Prevention (Cal Fire).
Kenyan serial killer suspect admits to killing 42 women
NAIROBI, Kenya (TNS) — Kenyan police have arrested a suspected serial killer in connection with the death of a woman whose dismembered body was found in a garbage dump in the capital, Nairobi. Investigators said the 33-year-old man was arrested on Sunday evening while watching the European Championship final at a pub.
Police said the man admitted to killing 42 women. He then dismembered the women and dumped their bodies in plastic bags at an old quarry near Nairobi. The investigation began last Friday after some of the bodies were found in a rubbish dump. By Sunday, police had found the bodies of nine women, aged between 18 and 30. The man, who was arrested, claimed his first victim was his wife, Amin said. After strangling and dismembering her, he did the same to the other women.
