Kumar said the train was travelling from the northern city of Chandigarh to the town of Dibrugarh in the northeastern state of Assam when it derailed near the town of Gonda, about 120 kilometres (75 miles) northeast of the state capital Lucknow, causing six carriages to derail and two to overturn.
Television footage showed scores of passengers standing next to the derailed carriages waiting for rescuers.
In June, a freight train collided with a passenger train in the eastern Indian state of West Bengal, killing nine people and injuring dozens. Investigators said the driver of the freight train, who was among the dead, ran a traffic signal, causing the collision.

Last year, a train crash in eastern India killed more than 280 people in India’s deadliest train accident in decades.
Every day, more than 12 million people travel on 14,000 trains across India, covering 64,000 kilometers of track. Despite government efforts to improve rail safety, hundreds of accidents occur every year, most of which are blamed on human error or outdated signaling equipment.
