Throughout May, attacks continued across the country targeting civilian infrastructure, including power plants, hospitals and homes. The attacks severely damaged Ukraine's power generation capacity, forcing authorities to impose nationwide rolling blackouts to stabilize it. These widespread outages have raised concerns about the energy system's ability to meet additional demand during the winter months.
In May 2024, ground offensives in Kharkiv Oblast significantly worsened the security situation. According to the International Organization for Migration, more than 18,000 people have been forced to flee their homes in search of safety since May 10. This month saw the highest number of civilian casualties since June 2023, as confirmed by the UN Human Rights Monitor of Ukraine (HRMMU). At least 174 civilians were killed and 690 injured in May alone, with more than half of the casualties occurring in the city of Kharkiv and the surrounding areas.
The Health Cluster is actively supporting the health response in Kharkiv in coordination with the Ministry of Health (MoH) and the Disaster Medical Center.
This included coordinating partner service delivery and donations at Kharkiv City Transit Center, conducting rapid assessments, and deploying medical mobile units to the population center. As of May 31, six medical partners had provided primary health care, mental health, and psychosocial services to over 1,700 people at Kharkiv City Transit Center.
In May 2024, the Ukraine Health Cluster organized a workshop on addressing attacks on healthcare, with the aim of collecting data on previously unreported incidents and improving future reporting and awareness. The workshop brought together more than 40 participants from 23 partner organizations, mainly partners working in areas that frequently encounter such attacks while conducting operations in support of the Ministry of Health.
The Health Cluster has launched the first Cash and Voucher Assistance for Health Framework to guide and organize C4H implementation in the Ukraine response. This effort is led by the Cluster-led CVA for Health Task Team, which meets monthly to adjust and adapt guidance as needed.
