Ahmed Radwan, a spokesman for the Rafah civil defense, said witnesses told rescuers there was shelling in two locations near the coastal area filled with tents. The Health Ministry gave a death toll and injury toll from the attacks.

The site of the attack, identified by the Civil Defense, was just outside an Israeli-designated safe zone. The Israeli military said it was investigating an attack at the reported coordinates. Israel has previously bombed sites in recent months near a “humanitarian zone” in Mwassi, a rural area on the Mediterranean coast that is home to a vast tent camp.

The attack came as Israel was carrying out military operations in Rafah, home to more than one million Palestinians fleeing fighting in the Gaza Strip. While most people have fled Rafah, the UN says the humanitarian situation there is dire, with no safe havens and families living in tents and cramped apartments without adequate food, water or medicine.
Friday's attack came less than a month after Israeli bombing ripped through a devastating fire at a camp for displaced Palestinians in southern Gaza. The blaze sparked widespread outrage from the international community, including Israel's closest allies, over the military's escalating assault on Rafah.
Israel says it is targeting Hamas fighters and infrastructure and is trying to minimize civilian deaths, blaming the militants for the high civilian casualties and arguing that they are operating among the general population.

As Israel's war with Hamas enters its ninth month, international criticism of Israel is growing over its systematic destruction of Gaza at great cost to civilian life. The UN Supreme Court has concluded that there is a “threat of genocide” in Gaza, a claim Israel vigorously denies.
According to the Gaza Strip Ministry of Health, Israeli ground attacks and bombings have killed more than 37,100 people, without distinguishing between combatants and civilians.
Israel launched the war after Hamas invaded southern Israel on October 7, killing about 1,200 people, mostly civilians, and abducting about 250.
